JAKARTA, KOMPAS.com- Public policy expert from Gadjah Mada University (UGM), Agustinus Subarsono, believes that it is not enough to improve the Free Nutritious Meal Program (MBG) through technical evaluation alone.
According to him, fundamental changes in the governance of the program really depend on the political will of the central government to change its approach which has tended to be centralized.

奥古斯丁评估说，在实施 MBG 的一年半期间出现的各种问题是在管理该计划时进行范式转变的重要原因。
“MBG practices in the last year and a half have given rise to complex problems, such as student poisoning, substandard menus and corruption, which are enough reasons to change the paradigm in managing the MBG program, from centralized to decentralized; from a symmetrical model to an a-symmetrical model,” he said.

阿古斯丁表示，需要审查所有地区的统一管理模式。
他认为，必须给予地方政府和学校更大的空间来参与规划、实施和监督项目。
他认为，目前实行的制度实际上让地方政府对MBG项目缺乏责任感。
“管理 MBG 的集中式系统使该计划被地区负责人视为客人，”他说。

因此，奥古斯丁强调了地方政府参与的重要性，以便产生对该计划的主人翁意识。
“这样，区域负责人就会觉得自己对这个项目有归属感，也会感到有责任，”他说。
Furthermore, Agustinus proposed that the National Nutrition Agency (BGN) not only rely on the Nutrition Fulfillment Service Unit (SPPG) model which is applied uniformly throughout all regions.
他表示，政府需要为地区开辟空间，发展适合各自条件和能力的模式。
“I think the paradigm of the SPPG Model which is symmetrical between regions so far needs to be changed by introducing the A-symmetric SPPG Model,” he said.

他甚至评估，如果中小微企业和学校食堂有足够的能力，他们可以参与该计划的管理。
“If MSMEs in the regions or school canteens are capable and able to manage MBG, why should MBG be managed using the SPPG model appointed directly by BGN,” said Agustinus.
